A 13-storey about-to-be-finished apartment in Shanghai collapsed...no, just toppled over like a drunk a day back...it wasn't destroyed, strangely...

Officially, the reason given was the construction of the underground carpark servicing this development and loose soil.

I reckon it's more like substandard work and shoddy oversight.
